Tampakan Copper-Gold Project: Mindanao’s $150 Billion Deposit Faces Policy Shifts and Community Resistance

Overview

The Tampakan copper-gold project in South Cotabato, Mindanao, sits atop one of the world’s largest undeveloped copper-gold deposits, valued at roughly $150 billion or about 8.55 trillion PHP. Policy reversals in Manila and South Cotabato revived momentum after the open-pit mining ban was lifted nationally and provincially. Yet as of 2026, the Tampakan copper-gold project remains non-operational, suspended between the Philippines’ ambitions to supply copper for the global EV supply chain and the intense pushback of communities and indigenous peoples who fear irreversible environmental and social harm.

In this context, the debate over copper mining Philippines strategies is not merely economic,it is about land, water, rights, and the future of development in Mindanao.

Project Scale and Global EV Demand

Geologic studies estimate Tampakan contains around 3 billion tonnes of ore. Technical assessments, including references from the U.S. Geological Survey and the Philippine Institute for Development Studies, suggest potential annual output of about 375,000 tonnes of copper and roughly 11.2 tonnes of gold across a 17-year mine life. That scale places the project among the few global assets capable of meaningfully easing supply pressure.

With a single EV battery requiring roughly 80 kilograms of copper, and charging networks plus grid upgrades consuming hundreds of thousands of tonnes more annually,Tampakan is cast as a strategic node in a world racing to electrify. Nearby, the King-king Copper-Gold Project in Davao de Oro underscores the Philippines’ potential role in diversifying sources of critical minerals for the energy transition.

“In a decade shaped by electrification, copper is the quiet metal that makes everything louder.”

At an exchange rate near 57 PHP per USD, Tampakan’s lifetime revenue could exceed 8.5 trillion PHP,a prize compelling enough to keep policymakers, investors, and local stakeholders locked in negotiation.

Policy Reversals and Mining Governance

In 2017, the Department of Environment and Natural Resources (DENR) issued Administrative Order 2017-10, halting new open-pit permits nationwide to address risks such as deforestation, watershed degradation, and biodiversity loss. The order stalled Tampakan and other ventures. In 2022, the DENR reversed the ban, and South Cotabato lifted its own 2010 prohibition, shifting the regulatory winds back toward development.

The Mines and Geosciences Bureau (MGB) has since reported a modest rise in copper output from operating mines through 2025,2026, while the Philippine EITI notes persistent gaps in revenue transparency, community consultation, and consistent enforcement. Although MGB continues to process exploration and development permits, uncertainty lingers: no full Environmental Compliance Certificate has been issued for Tampakan as of mid-2026.

Bottom line: policy is more permissive, but governance credibility, and timely, predictable permitting, remains the make-or-break factor.

    Indigenous Opposition and Environmental Concerns

Tampakan overlaps ancestral domains of the B’laan and other indigenous groups. Communities warn of threats to the Allah Valley watershed, lifeline to thousands of farmers and downstream residents. Over the past decade, resistance has included protests, litigation, and documented conflict tied to land acquisition, evidence that social risk is as material as geologic risk.

“Water is life; copper is a choice.” The refrain from local advocates captures a persistent anxiety: that watershed contamination or tailings failures could outlast any mine’s productive life.

The King-king Copper-Gold Project mirrors these dynamics. Despite early approvals, it has faced community challenges and heightened environmental scrutiny, with limited recent updates from the MGB on operational status. Critics argue that lifting the open-pit mining ban without stronger safeguards, genuine free, prior, and informed consent, and independent science-based assessments puts Mindanao’s ecosystems at unacceptable risk. Proponents counter that modern engineering, tighter monitoring, and local revenue-sharing can deliver jobs and infrastructure with responsible oversight.

    What Comes Next

The Tampakan copper-gold project foregrounds the Philippines’ central dilemma: how to unlock a world-class resource while honoring environmental thresholds and indigenous rights. Stakeholders should watch for DENR and MGB bulletins, community consultation outcomes, and any decisive Environmental Compliance Certificate actions. Meanwhile, the Philippine EITI will remain a crucial lens on revenue flows and governance.

For Tampakan to advance credibly, the pathway likely demands: independent environmental review with transparent data; enforceable protections for watersheds; robust closure and rehabilitation bonding; and verifiable, voluntary FPIC from affected indigenous peoples. Only then can the Philippines shape a role in the global EV supply chain that is both economically significant and socially legitimate, one that proves large-scale mining can be done with accountability, or that confirms the costs outweigh the promise.
