MM2H 2026 Requirements: Tiers, Deposits and How to Apply

In 2025, Malaysia approved 3,172 Malaysia My Second Home (MM2H) applications, bringing 9,038 participants and dependants into the programme, according to figures released by the Ministry of Tourism, Arts and Culture (MOTAC) in March 2026. The MM2H 2026 requirements follow the tiered structure introduced in mid 2024: a fixed deposit held in a Malaysian bank, a home bought and kept for 10 years, and a pass that runs from 5 to 20 years depending on the tier.

This guide sets out each tier side by side, answers how much money you need for MM2H, and walks through the application from first enquiry to pass endorsement.

The four MM2H tiers side by side

MOTAC runs MM2H in four categories: Silver, Gold, Platinum and the Special Economic Zone or Special Financial Zone (SEZ/SFZ) category. The SEZ/SFZ route ties the pass to a home in a designated zone, currently Forest City, the island township in Johor’s Special Financial Zone close to the Singapore border. Sabah and Sarawak run their own state second home programmes with separate rules.

GoldUSD 500,00015 years, renewable25RM 1 million
PlatinumUSD 1 million20 years, renewable25RM 2 million
SEZ/SFZUSD 65,000, or USD 32,000 from age 5010 years, renewable21RM 500,000, bought from the zone developer

Every pass comes with a multiple entry visa. The SEZ/SFZ tier carries the lowest deposit of all for applicants aged 50 and over, which is why many retirees look at it first.

How much money do you need for MM2H?

The answer is two sums: the fixed deposit and the home. For Silver, that means USD 150,000, about RM 610,500, placed with a licensed Malaysian bank, plus a home worth at least RM 600,000, about USD 147,000. Gold rises to USD 500,000, about RM 2.04 million, with a home of RM 1 million or more, and Platinum asks for USD 1 million, about RM 4.07 million, and a home of at least RM 2 million.

State rules sit alongside the MM2H minimums, and the higher figure applies. Kuala Lumpur sets a minimum purchase price of RM 1 million, about USD 246,000, for foreign buyers of residential property, so a Silver participant buying in the capital plans around that figure. Our guide to the MM2H minimum property price explains how the state figures work.

Budget for the costs of buying too. Since 1 January 2026, foreign buyers pay a flat 8% stamp duty on the memorandum of transfer, up from 4%. Once the pass is approved, MOTAC allows up to 50% of the fixed deposit to be withdrawn for a home purchase, children’s education, medical needs or travel within Malaysia, which many participants use to fund part of their home.

The home purchase and the 10 year rule

Buying a home is compulsory for every tier, and MOTAC states that it cannot be sold for 10 years. Participants may upgrade to a home of higher value within that period, which suits families whose needs change as children grow. A participant who sells early or never completes a purchase risks having the pass revoked.

MOTAC expects the purchase to follow soon after approval, so it pays to shortlist homes while the application is in progress. The SEZ/SFZ route is the most specific: the home must be bought directly from the zone developer, and resale units do not qualify.

In Kuala Lumpur, buyers typically look for homes that suit both their own stays and long term letting. Golden Crown Residence beside TRX, a serviced residence beside Tun Razak Exchange, KL’s new international financial district, is due for completion in 2026 and links directly to the TRX MRT interchange. Pavilion Square, a fully furnished tower on Jalan Raja Chulan with a dedicated link bridge into Pavilion Kuala Lumpur, the city’s flagship luxury shopping mall, is due in 2029. Both are examples of homes MM2H buyers use to meet the KL purchase condition.

Dependants, minimum stay and fees

Participants can bring a spouse, children under 21, unmarried and unemployed children aged 21 to 34, children with disabilities of any age, and parents or parents in law. Platinum participants may also bring a foreign domestic helper. Children can study at government recognised schools and universities across Malaysia.

Participants aged below 50 must spend 90 days in Malaysia each year, counted cumulatively, and the time spent by dependants counts towards it. From age 50, the programme sets no minimum stay.

The one off participation fee is RM 1,000 for Silver, RM 3,000 for Gold and RM 200,000 for Platinum. Renewal carries a pass renewal fee of RM 1,500, RM 3,000 or RM 5,000 by tier, an annual pass fee of RM 500 and a visa fee of up to RM 50 depending on nationality. Health insurance is required at renewal.

Work and business are reserved for the Platinum tier. Silver, Gold and SEZ/SFZ participants who want to work apply for the relevant pass first, and in September 2026 the Tourism Minister asked the Immigration Department to step up checks on participants running businesses without one.

Applying through a licensed agent, step by step

MM2H applications go through a MOTAC licensed MM2H agent, which submits them to the One Stop Centre MM2H. The Immigration Department makes the final decision. The route usually runs in five stages.

First, choose a licensed agent and gather your passport, proof of funds and supporting documents for yourself and each dependant. Second, the agent files the application and MOTAC assesses it. Third, on approval you place the fixed deposit with a licensed Malaysian bank and complete a medical check at a clinic or hospital on the ministry’s panel. Fourth, the pass and multiple entry visa are endorsed. Fifth, you complete the home purchase and settle into your first year of residence.

Agents charge their own professional fees on top of government fees, so compare what each one includes, such as medical checks, insurance and visa costs, before you sign.

Planning your next step

MM2H in 2026 rewards a clear plan: pick the tier that matches your age and how long you want to stay, set aside the deposit, and choose a home you will be happy to keep for 10 years.
